Okay, call me confused. That's a backdrop, so this is a staged photo. The idea is that someone was trying to take a good photo of their kids and got this instead?
So why does their hair look like that?
Looks to me like a staged photo of exactly what the photographer was staging, and the kids are models. Am I missing something?

Having been through sessions like this, I can assure you that one of two things was happening just behind the camera when the picture was taken:
a) The photographer and both parents were all holding additional officially licensed plushy toys and jumping around like ameteur circus clowns trying to get the kids to smile, or...
b) One of the parents was unknowingly holding the non-licensed, thread-bare, once-plushy-but-not-so-much-anymore toy that the children actually wanted to be holding at that precise moment in time...

Wow, Jeff - I haven't had a laugh that good in ages!
Let me elaborate on what I described above:
The parents took the kids to the professional photography studio (probably Sears or Babies 'R' Us or something like that). They were nicely dressed and their hair was neatly combed - all set to take the picture that the store will graciously print in the standard "Merry Christmas from the XYZ Family!" frame for easy mailing...
It all probably started with, "Mommy, I don't want to take a picture," progressed to "She has two tiggers! I have one tigger and a Pooh! I want two tiggers! I WANT TWO TIGGERS!!!," and ended with, "MOMMY!! HE HIT ME!!! NO I DIDN'T!! SHE HIT ME FIRST!!! MOOOOOOOOMMMMMMMMYYYYYY!!!!"
All the while, the photographer is trying to get one miracle shot where they're both looking at the camera, so he/she can move on to the next family...
Kids who are models can sit still *without* crying...
